Im pretty sure this is simply a method of scaring students into actually doing their homework instead of copy-pasting solutions since they cannot punish students for simply having an account on Chegg.
Has anyone's school done something like this before? UPDATE: Chegg is allowed to release information to a university if it is part of an academic dishonesty investigation. In this particular case my school only cares about the people who posted questions to Chegg to have them answered.
Full disclosure: I despise Chegg as it's whole setup is far too easy to abuse by lazy students. Having said that, I think the approach outlined by OP is out of line. If instructors chegg homework help my questions like the actions of lazy students dodging online homework, then lazy instructors shouldn't use online tools provided by book companies for homework assignments.
I like chegg because it helps me get un-stuck when I'm stuck. I dislike chegg because lazy students can get by without doing much work. At least until the exam. Useful, helps me actually learn. If I had trouble on a particular question, my university has drill in addition to lecture twice a week, so I can ask for more clarification there. Online homework, but oh, you missed it? Chegg eliminates all of these concerns for me. I don't mind online homework, what I mind are instructors who just take the easy way out, use the online homework thinking that's all the students need and don't provide any supplements to it. What is needed is a move away from book-publisher's online materials and a return to "course packs" done at the college's course-level so all the instructors teaching it are on the same page and can actually teach the material in a way that all their students can understand not to mention being potentially a lot cheaper!

Had an exam last semester where the professor literally set up a camera in the front of the room recording the whole room on video while we were taking the exam.
